Resolution
Set a new policy type + policy:
Set the policy type that it cant be overridden and set the policy in the Request section to be private, in order for it to be hidden in the calendar. After that, assign it to the designated employees:


Then you request the time of on behalf on the designated dates (click on auto approve):

Then if someone tries to request on that date the system won't let them request because of the already taken day-off you generated:
