Why can a new hire skip a mandatory custom table?

The reason this happens is because the custom tables has no rows. 
As long as it is empty, it can be skipped. Only once you create a new row, you are obligated to fill the fields.

The solution doesn’t work for onboarding flows where you’re collecting this data for the first time.
