It is currently not possible to assign the designated manager of an employee to do a Peer review about them. This happens because managers have a specific role to the employee that is different from a peer and they can access their direct reports reviews by default.
If you wish for a manager to do another review type about their direct report, this can be done by setting a Custom review instead (this can be assigned to the manager).
